The letter was signed by governors from Arkansas, Alabama, Arizona, Georgia, Iowa, Massachusetts, Mississippi, Missouri, Nebraska, New Hampshire, North Dakota, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, and Wyoming.
